We have identified the source of this incident. It has since been resolved and all PowerTrack and Streaming APIs should properly connect now.
We will continue to monitor the situation over the next 24 hours.

The Twitter data team is investigating a possible system irregularity currently affecting PowerTrack and other Streaming APIs. The presence and scope of any customer impact has not been determined at this time, but we will provide an update as soon as we know more.
