Incident Report for Twitter
Resolved
As of 4/12/2020 02:20 utc, missed or delayed Tweets have now sent through our streaming endpoints. There is no need to use tools like Replay to recover Tweets.

Update
The Account Activity API has fully recovered from the irregularity. The delayed updates to webhooks and subscriptions lasted from 4/11/2020 22:10 through 4/12/2020 00:50 UTC. All updates have caught up by now. Both activity delivery and the deleting of webhooks and subscriptions were unaffected by this irregularity.

We are still working to identify if all Tweets will deliver via the streaming endpoints or if developers will need to use a recovery tool to receive Tweets published during the time of the irregularity.

Monitoring
A fix has been implemented and we are monitoring the results. There is still a delay on the delivery of Tweets via our streaming endpoints, and a delay in the updates to webhooks and subscriptions with the Account Activity API, but the data is catching up quickly.

We are working to verify this, but believe that all Tweets published during the outage will deliver via the stream, so you will not have to use a recovery method.
